Lily didn't have anything
frilly, so i went to Walmart and found a $3 Tank and a $4 Trim... pinned and sewed it on in like 10 minutes and there you go!
If the tank top neck is too high you might have to trim it down a little..... this looks sooo cute with her tutu!
